Nguyễn Xuân Phúc (born 20 July 1954) is a Vietnamese former politician who served as the 11th President of Vietnam from 2021 until his resignation from all state posts in 2023 amidst a series of corruption scandals. He also was the 8th Prime minister of Vietnam from 2016 until 2021 after his presidential inauguration and served as a member of Politburo for 3 terms from 2011 until his resignation in 2023.
After serving five years as Prime Minister of Vietnam (2016–2021), where he oversaw a period of record economic growth and directed the country's response to the COVID-19 pandemic, he was elected to the presidency by the National Assembly of Vietnam on 5 April 2021. As President, Phúc was the second highest official in Vietnam behind Nguyễn Phú Trọng, the General Secretary of the Communist Party, and was ranked 2nd in the Party's 13th Politburo. Phúc is also a full member of the National Assembly, serving in its 11th, 12th, 13th and 14th terms.
Phúc became a member of the Communist Party of Vietnam on 12 November 1983. He studied at the Hanoi National Economic University in economic management between 1973 and 1978, after which he studied administrative management at the Vietnam National Administrative Academy. From 1978 to 1979 he was employed by Quảng Nam-Đà Nẵng Economic Board. From 1980 to 1993, Phúc worked initially as a civil servant, before rising to become the deputy head of Quảng Nam-Đà Nẵng's People's Committee. Phúc then served in various roles including that of provincial president, director of government offices, before becoming deputy prime minister (2011–2016). His popularity has plummeted, due to growing allegations of corruption, with which he and his family are believed to be involved.
Nguyễn Xuân Phúc has successively held positions in the Party and State, joining the Politburo for the first time in 2011 after the 11th Party Congress. On 5 April 2016, Phúc became the 8th Prime minister of Vietnam. His tenure as Prime minister witnessed the miraculous economic growth of Vietnam, the country's economy even grew despite the COVID-19 pandemic in 2020 thanks to strict anti-epidemic measures leading to early economic opening after the pandemic temporarily stabilized. Vietnam's GDP in 2020 increased by 2.91%, making Vietnam the only country with positive growth among the 6 major economies in Southeast Asia and surpassing it to become the 4th largest economy. in ASEAN, ranked 37th in the world, while other countries in the world have to face economic recession due to negative growth and also successfully chaired the ASEAN Conference in 2020. He also created a lot of confidence in ASEAN. with world leaders, especially Prime Minister of Japan Shinzō Abe and President of United States Donald Trump.
On 5 April 2021, Nguyen Xuan Phuc became the 11th President of Vietnam. His tenure has left a unique diplomatic mark such as successfully convincing major countries to share vaccines in 2021, upgrading diplomatic relations to the Comprehensive Strategic Partnership with South Korea in 2022. On 18 January 2023, at the 3rd Extraordinary Session, the National Assembly of Vietnam voted to dismiss the Presidential position. President for the 2021 - 2026 term and relieved Phúc of his duties as a delegate to the 15th National Assembly. Previously, on 17 January 2023, Central approved Phúc's resignation. The positions of Politburo member, Member of the 13th Party Central Committee, President, Chairman of the National Defense and Security Council for the 2021–2026 term, according to his personal wishes. The reason for his resignation is said to be that his subordinates were involved in corruption scandals in The case of violations at Viet A Technology Joint Stock Company and The case of the flight to "rescue" returning citizens. returning home due to the COVID-19 pandemic.
